The technical charges raised against her were widely perceived as an excuse to replace the administration and solve a crisis of governability generated by a convergence of multiple crises. Rousseff\u2019s supporters argued that an impeachment based on an excuse amounted to a coup d\u2019\u00e9tat. In strictly constitutional and legal terms, however, such a maneuver is allowed, even though it may deepen a democratic deficit and cause further sources of political instability.
